Oxnard City Manager Alexander Nguyen appoints top two leadership positions in the Finance Department

Oxnard, California. – A formal recruitment process has yielded both the Chief Financial Officer and the Assistant Chief Financial Officer for the City of Oxnard. City Manager Alexander Nguyen is excited to announce the appointment of Kevin Riper as the City’s new Chief Financial Officer, and Donna Ventura as the new Assistant Chief Financial Officer; both will assume their duties on January 7, 2019. “I think we’ve hit the recruitment jackpot here — Mr. Riper is a seasoned municipal finance officer, and Ms. Ventura is a seasoned private sector finance professional,” said Nguyen. “We’re getting a dynamic duo that will bring diverse knowledge, experience, and perspective to the finance department.”

Kevin Riper comes to Oxnard with over thirty-one years of experience, including four years with the City of Bend, Oregon as Assistant City Manager; five years with the City of Morgan Hill as Finance Director; four years as International Advisor for South African National Treasury and the City of Johannesburg; eleven years as Finance Director for the Cities of Kansas City, Missouri; Des Moines, Iowa; Modesto, California and three years as Assistant Finance Director for the City of Palo Alto, California.

Mr. Riper brings extensive municipal experience in effective strategic planning, budgeting, financial management, and enhancing organizational efficiency and effectiveness through streamlining and improving processes, evaluating departmental policies and procedures, and implementing technology solutions.

Mr. Riper holds an MBA from Stanford Graduate School of Business at Stanford University and a bachelor’s degree in Economics from Harvard University.

Donna Ventura comes to Oxnard with over thirty years of private sector experience, including nineteen years with Amgen, Inc. as Executive Director for Finance and Strategy; Tax reporting, Research and Development, Project Management and Strategic Operations. Ms. Ventura also worked at KPMG, LLP, one of the nation’s “Big Four” auditing firms. She is accustomed to multimillion-dollar financial responsibilities in world class corporations, and brings dynamic leadership, technical expertise, financial acumen and problem-solving skills to the city. She provided key financial leadership for Amgen’s R&D and Commercial organizations, managed expense budgets up to $750 million and forecasting revenue of $1.5 billion, led several process improvement and technology implementation projects during her 19- year tenure at Amgen which generated significant savings and efficiencies.

Ms. Ventura holds an MBA from Anderson Graduate School of Management from the University of California Los Angeles and a bachelor’s degree in Business Administration from Pace University.
